Preheat the oven to 180 degrees Celsius (350 degrees Fahrenheit).
Cook quinoa according to package instructions; usually, this takes about 15 minutes.
While quinoa is cooking, cut the tops off the bell peppers and remove seeds. Place peppers upright in a baking dish.
In a large bowl, mix cooked quinoa with canned diced tomatoes, black beans, cumin, chili powder, and salt until well combined.
Stuff each bell pepper with the quinoa mixture, pressing down gently to pack it in.
Cover the baking dish with foil and bake for 25 minutes. Remove foil and bake for an additional 5 minutes to allow tops to brown.
Remove from oven and let cool for a few minutes before serving.
