Heat a large skillet over medium-high heat and add 1 tablespoon of butter.
Once the butter is melted, add 1 pound of ground beef and cook until browned, breaking it apart with a spatula, about 5-7 minutes.
Add 1 medium onion (sliced) and 1 medium bell pepper (sliced) to the skillet and cook until softened, about 5 minutes.
Sprinkle 0.5 teaspoon of black pepper and 0.5 teaspoon of salt over the mixture and stir well.
Reduce the heat to low, and add 1 cup of cheddar cheese on top, covering the skillet until the cheese is melted, about 3-5 minutes.
Serve hot, garnished with chopped chives if desired.
