In a large bowl, combine ground turkey, minced garlic, lemon juice, lemon zest, salt, black pepper, and chopped chives. Mix until well combined.
Form the mixture into meatballs, approximately 1 ounce each, and place them on a plate.
Preheat the air fryer to 180 degrees Celsius.
Place the meatballs in the air fryer basket in a single layer, making sure they are not touching.
Cook the meatballs in the air fryer for 15 minutes or until they are golden brown and cooked through, reaching an internal temperature of 74 degrees Celsius.
Remove the meatballs from the air fryer and serve with your favorite dipping sauce or over a salad.
