Cook 1 cup of basmati rice according to package instructions and set aside.
In a large skillet, heat 1 tablespoon of sesame oil over medium heat. Add 500 g of ground beef and cook until browned, about 5-7 minutes.
Stir in 2 tablespoons of soy sauce, 2 cloves of minced garlic, and 0.5 teaspoon of black pepper. Cook for another 2 minutes to combine the flavors.
In the same skillet, sauté 1 cup of chopped broccoli and 1 cup of sliced bell peppers for about 5 minutes until tender.
Prepare the spicy sauce by mixing 3 tablespoons of gochujang with 1 tablespoon of sesame oil and 1 tablespoon of water in a small bowl.
To assemble, divide the cooked rice into 4 bowls, top each with the cooked ground beef, sautéed vegetables, and drizzle with the spicy sauce.
Garnish with chopped scallions and serve immediately.
