Mix the soy sauce, honey, toasted sesame oil, and minced garlic in a large zip bag. Add the finely sliced beef and marinate for at least 30 minutes or up to overnight.
Cook 2 cups of white rice according to package instructions.
Heat 2 teaspoons of oil in a cast iron skillet over high heat. Add the marinated beef and cook for 1-2 minutes per side or until beef has some caramelized color.
While cooking the beef, heat 1 teaspoon of oil in a separate pan and fry the eggs to your liking.
For the Yum Yum sauce, mix mayonnaise, melted butter, ketchup, honey, garlic powder, paprika, onion powder, and a pinch of cayenne pepper. Add water to thin if necessary.
To assemble the bowls, divide the cooked rice into bowls and top with shredded carrots, sliced cucumber, shredded red cabbage, beef, and a fried egg.
Garnish with sliced green onions, a drizzle of Yum Yum sauce, and toasted sesame seeds.
