Set the Ninja Foodi to 'Sear/Sauté' on high. Add the olive oil and heat for 2 minutes.
Add the cubed beef to the pot and brown on all sides, about 5-7 minutes.
Add the minced garlic and diced onion to the pot, sautéing until the onion becomes translucent, about 3 minutes.
Pour in the beef broth and scrape the bottom of the pot to deglaze.
Add the sliced carrots, parsnips, and celery. Stir to combine.
Season the stew with salt, bay leaves, thyme, and rosemary.
Close the lid and set the Ninja Foodi to 'Pressure Cook' on high for 25 minutes.
Allow for a natural release of pressure for 10 minutes, then perform a quick release for any remaining pressure.
Open the lid, stir the stew, and adjust seasoning with additional salt if needed.
