In a large pot, combine water, soy sauce, and fish sauce. Bring to a simmer over medium heat.
Add the gochugaru, garlic, ginger, and sliced daikon radish to the pot. Simmer for 10 minutes.
Add the fish cakes and sliced green onions to the pot. Continue to simmer for another 10 minutes.
Adjust seasoning with salt to taste and add tofu cubes. Cook for an additional 5 minutes.
Serve the soup hot, garnished with additional sliced green onions if desired.
