In a bowl, combine chili powder, cumin, and black pepper.
Rub the spice mixture over the fish fillets evenly.
Heat a nonstick skillet over medium heat and add a bit of oil.
Cook the fish for 4-5 minutes on each side or until cooked through and flaky.
While the fish cooks, warm the tortillas in another skillet or microwave.
Once the fish is done, flake it into large pieces.
