In a large pot, combine the chicken, soy sauce, vinegar, garlic, bay leaves, and black pepper.
Let the chicken marinate in the mixture for at least 10 minutes.
Place the pot over medium heat and bring to a boil.
Lower the heat to simmer, cover, and cook for 30 minutes, stirring occasionally.
Remove the cover and let simmer for an additional 5 minutes to let the sauce reduce and thicken.
Serve hot with rice.
